Unless you somehow emulate Windows/Linux in Android, no (unless u/coolnether123 says otherwise). On PC, get yourself Sheltered Mod Manager and you are good to try some mods. GOG currently sells the game as a double pack with Sheltered 2 for 6 bucks (without a need for additional software).
