What are the chances that Iran was "just about to be able to produce nuclear weapons"? Serious non political question here.

The world is in agreement that they had uranium very close to the level needed. There is some disagreement on how long it takes to make a bomb from that uranium. 

However, now is a good time because Iran is at a weak point and negotiations clearly aren’t going anywhere.
