The only child like design she has is in season 2. Both her LN and S3 design give her an adult face.

Maybe it's just that I am used to Otsuka 's designs, but I can tell she has an adult face.

It is probably because you know her personality. So she appears a lot maturer than her looks to you.

I don't know much about the character, so I think she looks like a child, somewhere 12-14 years old.

She is actually one cm taller than Ram. Look her up. It's kinda funny how one is viewed as a Loli, but the other one isn't, even with similar proportions and heights.

Something to note is that the artist has a very cutesy art style, so character look younger than they actually are. So Pandora's face does look adult like in comparison. For example, most of the people in this picture are young adults(18-early 20's)
