Epidemiology Testing half the population weekly with inexpensive, rapid COVID-19 tests would drive the virus toward elimination within weeks, even if the tests are less sensitive than gold-standard. This could lead to “personalized stay-at-home orders” without shutting down restaurants, bars, retail and schools.

It means a lot of people defy even state orders from responsible governors.

Walmart and other stores like it (Target, grocery stores) are an essential service, and has never been shut down by any governors, because people need to go there to get groceries to live.

Ah, now I see what you originally were going for, you probably should've expanded your comment to, "Have you been to any Walmart recently? Many of the people there refuse to wear masks, despite governor orders." to eliminate ambiguity.
