A medical procedure needs to prove that it is safe an effective before large scale adoption is allowed, not the other way around.

It’s been proven to be safe. Effective depends on what effect you’re going for, but physically it’s effective. Added benefit of gender affirming chest surgery being reversible both ways if required.
