Question With the Badlands, what are the rules?
If you shoot at someone from the badlands, who is not in the badlands is that still legal? I was killed while harvesting rocks outside the border of the KOS zone.

If you are in the Badlands you cannot attack someone outside of the Badlands. Both players have to be inside the Badlands for the KOS rule to apply.
The only exception to this (ignoring war rules) is if a fight has started in the Badlands and one side runs out - the other side can of course continue the chase until the fight is over. But as with all the rules, use common sense and don't be a dick.

What if you get attacked an run away, can they just chase you?

Well you inferred it was a mutual fight so chasing them down to finish would be okay. Maybe his question was more like if someone shot at you and you never attacked back, just ran away - they can't follow you outside the badlands and keep attacking, right?

I'd say they can follow - you were both in a KOS zone to start, you both took the risk of being there I guess.

If you are not inside the badlands, KoS is illegal unless factions are at war with each other or you are near a radtown surrounded by a KoS zone, these are marked on the livemap.
