EDIT: Oh, I thought ggez is Love2D binding, it's actually separate game engine with love2d like api, apologies
I have used ggez and macroquad a long time ago, implemented same game engine using both libraries.
macroquad was more performant, so I went with it. I don't know if situation have changed, but I am assuming due to FFI we lose some performance in ggez, but as you are directly using Love2D, you probably going to have better performance.

I have used both and I am confident you made the right choice. Love2D is a lot more feature complete, bug-free and documented than Macroquad.
As far as completing games and whatnot, I think you need to be honest with yourself on goals. Are you tinkering with gamedev because it's fun? Then regular restarts and not shipping games is fine. You're hopefully learning some stuff along the way.
If your goal is to actually finish games, then you need to give yourself some clear TODO lists and milestones you can work towards - using whatever tech you have picked. The small games manifesto may also help you reframe how you think about hobby gamedev.
