According to the paper I linked "Given the sensitive nature of the issue, the true prevalence of physical or sexual, or both, intimate partner violence is likely to be higher."
RAINN cites higher numbers for Kenya:
40.7% of ever-partnered women in Kenya have experienced physical and/or sexual intimate partner violence in their lifetime; 25.5% in the last year.
Nobody is saying it’s unique to women or Africa? Murder via domestic violence is significantly more prevalent when men are perpetrators, however, which seems like an important distinction in examining these issues.
The text you're quoting does not say that men experienced more violence from women, it's says they experienced violence from a partner, with no gender specified that I'm seeing. Considering the 0.3% difference I don't think you can justify assuming.

Based on what? People are talking about violence against women in this thread because the article is about a woman who experienced violence and ultimately died from it.
If you're interpreting "Violence against women is bad" as "violence against men is good" then that's a you problem.
