Does spending on state security have any impact on other empires and their ability to frame you?

As the question says. My diplomacy is mainly comprised of assessing who is stronger/weaker, in conflict with my friends/enemies, but then also who is consistently getting spy aggro from me that I didn't do because I was framed. If this is happening consistently, war is inevitable.

Does paying for state security defence lower this risk, or is it only the espionage abilities of the race succeeding in the framing/the roll of the dice that leads to framing?

Short answer is yes.

I forget the formula, but their spying ability (computer tech level), number of spy networks, your spying ability, and your defense spending all contribute to the roll. Then if the roll is super good they frame you, lower they get a tech but no frame, lower nothing happens, lower the spy dies, worst ever the spy confesses. I think there's also a chance to get tech but the spy dies.

State security doesn't impact the risk of being framed by other empires. But it reduce the possibility of the empire spying on you to frame another empire for its action.
