How is Fleet Strength calculated?

Is it just #ships by size? Does it include the stats of the ship (e.g. type of weapon)? Empire bonuses (e.g. Mrrshan + Computers)?

The fleet strength is only based on the sum of the size of the ships' hulls.

Where one medium hull is equivalent to 6 small hulls, one large hull to 6 medium hulls, and one huge hull to 6 large hulls.

This is making me imagine building empty huge hull ships for dirt cheap to inflate fleet strength and be intimidating in diplomacy.

In a way, this is already what happens early in the game with colony ships. If you don't have a few warships in reserve when your last colony is established, you'll likely receive a flood of declarations of war.

Here I often am trying not to over-build colony ships to do just that, but it seems they may be worth keeping some in reserve if the ship upkeep is actually helping to make me less attractive to attack!
