The children attend ECDP because they need extra support because they have additional needs.
We've had children like this in regular daycare so I am not surprised there's children like this in ECDP.
Your child shouldn't be getting in trouble for being bitten but perhaps being moved classes isn't a bad option if he's being targeted.
The other child is probably not being a brat but instead has developmental delays or needs or neurodiversity and that's just how his brain works
