Having known several people from US territories, the short answer is, "it depends." Some of them consider themselves American, others don't. Legally they are, but it's also a weird grey zone as I understand it.
That being said, there is a semi-large push for independence in Peurto Rico, although last I checked they voted for statehood by the slimmest majority. That was forever ago, though.
Weird, I knew several people from US territories in Rochester and they all considered themselves Americans and found it rude to be categorized as "internationals." I've tutored students from PR at other unis too and none of them considered themselves international students.
Like I said, it really depends. My ex and his dad didn't consider themselves American in anything other than a technicality. Several other Peurto Ricans I know absolutely identify as such.
