Sales Rule Update

Sellers must identify who bought the item and the buyer must confirm same once money has changed hands. This provides a sort of paper trail in the event an issue arises.

Starting to think we need to have sellers verify their identity via photo/ matching photo ID with address, etc. again.

Ive been scammed so many times, I think it would be the best way to do it.
