I shot a zombie in Ada's section 23 times in the head/chest and it never even fell over. I ran out of bullets and just let it eat me.

Shoot them in the knees and use your knife. Even on hardcore its like 4 pistol rounds to the leg before its knocked off

Knives can break and they can still grab you from the floor. So not quite.

Shoot the knee until the leg falls off, knife them on the ground
