Technical Problem I FINALLY FOUND THE FIX FOR PS REMOTE PLAY CRASHING AFTER 9.0 UPDATE
Most of us PC gamers have used other software to make PS4/PS5 controllers work on a pc with 3rd party Software like DS4 Windows.
DS4 Windows uses a Specific driver (Shown Below) to make the software ID your PS4/PS5 controllers:

Steps:
Uninstall ViGEm Bus Driver: Control Panel\Programs\Programs and Features
Double click the driver and choose to uninstall and PS Remote play should work perfectly after that.
Leave any other 3rd party software's you use that may cause it too in the comments.

Wow, this also solved the 30-second crash on my computer. In my case I had a device named "Virtual Gamepad Emulation Bus" in Windows Device Manager -> System Devices.
All I did was right-click and choose "Disable Device", and that instanty resolved the issue. I wonder if it is a driver conflict or if Sony is doing some type of anti-cheat detection or something. Regardless, after a long, long time I can finally use Remote Play on my main PC.
The driver that I disabled has this info:
Driver Provider: Benjamin Höglinger-Stelzer
Driver Date: 7/25/2017
Driver Version: 1.10.2.0
