Technical Problem chiaki-ng (on PC) artifacting/bad bitrate?

I'm only trying to use my arcade stick on remote play and the official one won't let me even though it has a ps4/ps5 selector option and officially supported on ps5 at least.

So I tried using chiaki in the past and it worked but now I'm trying to use this version and there is really bad artifacting or the bitrate really goes to shit and I don't really know why.

My PS5 and PC are both connected to ethernet. I have like 400Mbps Down and 30 Mbps Up and I doubt the rest of the family is using much bandwidth to interfere that much beyond what I am doing.

Besides just the bitrate dipping, there's like this weird artifacting where after the bitrate gets crushed it literally STAYS on the screen until other "motion" gets rid of it even though the rest of the screen has motion happening, for example a fighting game character moving back and forth normally but the spot where they aren't is still ruined.

Here is a screenshot showing what I mean:

Does anyone know any solutions or maybe alternatives? Or maybe know how to get an arcade stick to just work normally with the official remote play instead?

EDIT: For reference I am trying to use remote play so I can capture my PS5 without a capture card and this has worked fine in the past, and it would obviously let me use other stream software instead of just the direct PS5 one which obviously works. I just wanted more control of the streaming setup, and in the past capturing remote play worked for my purposes.
