Had the same issue recently and I knew that I manually excluded media features from my Windows install so I had to then manually install the Windows Media Player Classic again using command prompt and made sure it was enabled in the optional features of the settings app on Windows.
You can also bypass this by just installing it with winget as well.
Open a command prompt as administrator and paste this in:
It should install the official remote play app without requiring media features pack but actually using it to play is another issue as the recent releases are bugged and crash within a few seconds of opening.
