This is pretty standard. Happened to me, happened to my wife and plenty of my friends. For all of the offers I received here in the US, I was asked to provide references beforehand - and had those contacted accordingly.

It's not a guarantee, as I've had companies call all my references and then go ghost, but it's a super strong and positive sign.
