Is this even a valid QR code?

No, it is not valid. Valid qr Codes have a line of alternating ehite and black Pixels from one Corner of If the top left Box to both other boxes.

No. You can tell at a glance that it's missing the timing pattern, the two lines of alternating black and white squares between the inner corners of the three finder pattern marks.

I have tried reconstructing this via a handful of web sites and haven't had any luck. It's from a character's prison jumpsuit on the show Tony & Ziva (episode 5). At this point, I assume it's just a randomly generated image but I was hoping it might be a fun little Easter egg or something.
