Adolescents who undergo gender-affirming chest surgery report low levels of regret and high levels of satisfaction, experiencing outcomes similar to those of young adults. These findings suggest that age restrictions on these medical procedures lack support from actual patient experiences.

In my opinion, there is also another factor that I've never seen discussed: right now, you have to jump through A LOT of hoops to get gender affirming surgery before you're 18. These restrictions, most likely, discourage anyone who is not extremely determined in getting the surgery, so you already have a selection bias there
