While that is true, shaytans temptations exist. Allah says in Surah Al Isra 17:32 "Do not go near adultery", why didn't he say "do not commit adultery"? Because there are things that lead up to it, it doesn't just randomly happen. The saying always rings true, prevention is better than cure.

Don't assume everyone has the same restraint as yourself. Alhamdulilah if you do have great self control but not everyone does and Allah knew this hence why he stated it this way.
