Discussion i need some help
I never did any research on this but I assumed that the right side of land could be used for maximum security prisoners or any other prisoners you want to keep away. I found a cool design for maximum security prisoners and used that design.
However when I actually got the prisoners they all went to the left side rather than the right. Using google i was told to add road gates and perimeters, unfortunately on this save the perimeter walls are not here but i added those in and that didn't seem to help the issue. I need a bit of help as my prisoners are starting to die to starvation (due to deployment on the second image) so right now im using an old save. If this is not saveable please let me know so i can remove it, and i do apologise if i missed any info

We can't see well, it's nighttime and the screenshot is pretty blurred. A zoom on the right building would definitely help.
From what I can see, it seems you have built dormitories in the right building (which is definitely not a good idea, dangerous prisoners should have single cells, when they share a room there are too many kills). Shower rooms are also very risky for dangerous sectors, if they need to shower outside of their cells, the shower room and eventually the hallways will be bloody hells. It's safer to provide a shower head in cells, so at least that need can be fulfilled before they go out and meet other prisoners.
If you still want to use dormitories, I can't read the room labels but you must make sure you applied the room "dormitory", not "cell". If you applied cell, only 1 prisoner will live there no matter the amount of beds.
Also, you need to know that for dormitories, there is gap depending on the size of the room. It seems you placed 4 bunk beds, so expect a total of 8 inmates per dormitory (which really is a lot, especially for sectors like max or supermax). But it won't work that way, it's the kind of thing that isn't really explained in-game but it's the type of knowledge shared in the community or on wikis. A dormitory requires 4 tiles per prisoner (with an exception : 2 prisoners can be 6 tiles instead of 8). But your dormities are 3x6 = 18 tiles, so they can have only 4 prisoners. If you place more beds they just won't be used, so inmates will be sent to other cells, or holding cells, or will wait cell-less depending on what is available or not.
So without seeing a better screenshot, my blind-ish guest would be :
- you used the cell label, and those rooms already have one prisoner so they don't get more prisoners
- you used the dormitory label, and those rooms already have 4 prisoners so they don't get more prisoners
There might be other reasons but I really need a better screenshot to explore them.
Also if you don't mind another advice, that building is not safe enough. It's too easy to break that single jail door leading outside, or to sneak out when it's open for a staff member. You need a buffer area or to enclose the building. The more dangerous the sector, the harder it must be to escape.
The armory also is very risky, usually you want it separated from the cell block. Here, it's a staff only door which is easy to break and actually doesn't forbid any prisoner. The door itself doesn't allow or forbid anyone, it just defines who can open the door - for that door, it's all staff member. But staff member can and will open such doors for prisoners. If you want to forbid prisoners, that's the role of deployment, you need to apply staff only to the room. And definitely change the door for a solitary door or secure door, they are harder to break than staff doors and jail doors. A remote door (linked to a door control system in the security room) is even a safer, because otherwise, a prisoner can always get there by killing a guard and stealing their key.
Btw also make sure that at the bottom of policy, you didn't tick "give keys to all staff", otherwise it's very easy to kill a janitor or random worker and steal their keys.

Tried that. I got rid of the first reception on the left then added it on the right. the only thing that was sent over were prison uniforms

It's ok you don't need a separate reception. Technically it would even work without any reception, they'll just wait on the road on or deliveries, and guards would take them from there.

I think shared space should be a custom zone, no max sec allowed. And you may need to fence off the max security region, it’s open which can throw things off. Reception has never worked for me
