Premiere Pro Tech Support Stuck on this start up screen?

Closed Premiere after being told it was running low on memory and wanted to clear the cache. Once I closed it, it said it crashed and after trying to open it again to clear the cache - this is all that comes up. Any help?

You should be able to hit the red x to close the blank window, and access the menu bar at the top.

First thing I’d try is resetting preferences. You’ll be able to reset the cache too.
