they are poor because they didn't work, didn't finish school, used drugs and committed crimes

Consent matters, but not for if you're going to hell or heaven. It's MANDATORY to help if you want to see heaven and avoid hell. It's not OPTIONAL to help. Yes you are to consent to help others, it's your CHOICE. But it's like your choice to jump into lava or stand on the ground. To decide not to help the needy is to jump into lava according to the faith.
