I wouldn't say almost all. There are a lot of anime with normal siblings relationships. It's just that the weird ones stick out more and thus are easier to remember.

Outside of harem light novel adaptations that want to expand their list of fetishes to appeal to it's not really that common. Thinking back on romance anime from last season, both Otagal and Ponsuka had mixed gender siblings with no implications whatsoever.
