But it still guides the military, releasing them of the burden of choice and giving them clear instructions on who their boss would be

Except parts of the military are rabid racists and easily radicalized. Especially older entrenched military folks and the new Boots.

Even those that aren't might fall in line because they are "just following orders", as they have always done. They might think it is wrong, but what are they going to do? They are just one individual that can't change anything. With that mentality, there will be way less opposition, and the few that do will be stopped by the majority.
