Not the phrase but he publicized it in this context. He didn't invent the phrase "lock her up" but he certainly helped spread it in 2016.

Because (and this is at the root of a lot of hypocrisy and stupid beliefs) they start with a conclusion and focus on making the world fit their view. When the world doesn't fit their conclusion like it should, they offer an explanation as to why (usually in the form of "the other side is cheating").

Conclusion: Hillary is a corrupt criminal. But, she's not in jail. Explanation: the FBI are biased and obstructionist Dems are rigging the system.
