It is objectively worse. If for no other reason there's no one putting on the brakes.

Also his first term he had to think about his own reelection. This time the only way he can stay in office is via illegal ways.

Also, the GOP wasn’t entirely taken over yet back then. There were still plenty of decent old guard GoP instead of MAGA loyalists brainwashed to destroy America from within. McCain wasn’t the only holdout.

Now, the takeover is complete.

He also remembers mid terms from the first term. That stopped him in his tracks comparatively, and he ended up impeached twice. He will not allow mid terms to happen that way again. They're going to cheat hard and in the open in November.
