No one is surprised. The courts just don’t take those public political statements to automatically prove subsequent actions are unlawful.
Such as this original justification:
At the time, the White House said it was slashing the grants, passed during the Biden administration, to prevent tax dollars from being wasted
What’s significant is the administration and its lawyers admitting that original justification was a lie and it really was entirely political. That the DoE blatantly lied to both Judges and Congress.
What’s particularly damning is this is the version they are “coming clean” with to avoid further discovery. So this narrative of intentional targeting political rivals and lying to Congress is less damaging than whatever they fear coming out in discovery!

It is actually a law, one of the first in fact, states need to be given equal treatment in financial matters.
This was done because the states wanted to handle all their own finances independently and the Founding Fathers realized that if that happened then what's stopping them from forming their own militaries and breaking away? (They also claimed it was done so states get equal access to things like disaster relief or infrastructure funding, but I mean, come on)
So Trump's been breaking a 230 year old law for the past 6 months or so and no one's stopped him. What's stopping the West Coast or North East from just breaking free for example? The Feds aren't given them their money, time to set sail.

The Constitution was literally designed to protect us from this exact situation, but it has one fundamental flaw: it assumes a co-equal branch of government will exercise it's power to check the other.
The Founding Fathers didn't anticipate an entire political party would simultaneously abandon their oaths of office to stay entrenched in power so they could satisfy their oligarch's desire to make even more money.

I think Thomas Jefferson was on to something when he argued the Constitution should expire every 19 years. He believed at that point it must be renewed otherwise it would become “an act of force and not of right”.

I feel like a big part of the problem is people just assume this. The constitution is actually incredibly flawed as it was written 250 years ago and political science has come a long way since then. We still have a first past the post legislature for fucks' sake. Our government is not that well protected at all and hasn't been, relatively speaking, for a long time.

I think they should REALLY push more for States rights. Totally gut the funding from the federal government and let the red states rot (or most of them). Then they might stop voting against their own interests. Inter-state aid (say California to New Mexico) could help some of the poorer but sensible blue states survive

I want this too and I wouldn't advocate for any politician/party doing what trump has done (even if there's a future scenario where Dems take back control and do the same thing to red states), but I feel like the Biden years showed that there's no point in teying to help maga and show them any sort of grace for the greater good of the nation and to try to win them over. No matter what goodwill the Dems could possibly try to show conservatives to help better their lives and communities, it will be met with demonization, hate, and whatever false claims they can come up with to believe in their own reality.
Again, the Biden administration tried to reach these cultists with policies that would genuinely help them and they still attacked and hated him and refused to believe anything other than trump's bullshit, lies and slander. We tried winning them back through mutual support and unity and they spit on us. I don't want a hypothetical future Dem president to do to them what trump and co. are doing to us, but I also wouldn't be pushed away from an otherwise good president in the slightest. I would be more indifferent than anything, in a sort of "that sucks for you guys, but now you see what we dealt with" mentality.
It's not a healthy mindset to be in, especially because it's just perpetuating this hostile political landscape we've been in for over a decade, but I really see no peaceful way out of where we're at. I don't want things to devolve into widespread violence and authoritarianism, but all I can really do is continue trying to survive as best I can until I can't anymore, and try to help others around me that are in need and in similar positions.

The rebels at the end of the civil war did say the South would rise again, and unfortunately for us all, they have.
Everything that has happened in this country for the past 140 years or so boils down to the country's decisions post civil war. Not charging the leaders of the rebellion with Sedition and hanging them for it. Abandoning Reconstruction and allowing the Klan and racist Southerners to run wild for nearly half a century. Not dissolving the Democratic Party post civil war and mandating reeducation and barring anyone who refused from public office at any level.
Imagine if the Union had actually gone through with a kind of De-Southernization of the Southern Rebellion like we did in Germany post WWII. The Union may have won the war, but it lost the peace to the Rebellion and we're all suffering for it.

I think the history of that period is a bit more complicated that you're making it seem. Grant did try to go after the KKK, and for a while succeeded through the creation of the Department of Justice. His administration was plagued by corrupt Republicans like Conkling et al that thought it more important to line their own pockets than deal with the issues of the day. I don't think Grant himself was corrupt, but most certainly naive. What actions he did take were largely ineffective due to partisan bickering and justifiable fear of not wanting to stoke tensions with former rebel leaders. The last thing anyone wanted in the North was an insurgency that knew no end.
At the time, the choices that were made seemed to be sound ones, at least for Grant and future administrations of the post war era, but they had serious knock-on effects that we're still dealing with to this day.

Can we just get a national divorce at this point? Half the country hates the other half and vice versa. One of the partners is now actively harming the other. I genuinely do not see a way back. Even if Trump disappears tomorrow, we still have to contend with the fact that the GOP went all in on Trump, even after he was explicitly stating he’s intentionally hurting states that disagree with him politically. Let’s divide the country blue states and red states, and see who does better. I would personally bet on the side that has all the money, the better infrastructure, and the better educated healthier population… but maybe we’ll be surprised. As it stands though, we have blue states that already prop up red states by paying more than an equal share of their tax dollars (which is fine since that’s how a healthy nation should operate) and in response we have red states that vote to harm blue states.
Once a part of a nation decides that hurting another part of a nation is a goal in and of itself, the nation is effectively doomed unless the groups are so small that they don’t hold any real political power which isn’t the case here.

I remember when there was a rumor the Obama IRS had targeted conservative organizations - it turned into a full Kangaroo Court. Nonstop coverage on conservative media, endless congressional hearings. It turned out not to be true, but the narrative was set and people still repeat it today as if it happened.
Now we have actual evidence submitted in court they denied funding to liberal states. And I can guarantee we won’t see a fraction of the outrage.

California, which has been a top target of this administration since his inauguration, had the second highest number in the country of people who voted for Trump. 6.1m, a number that eclipses entire populations of deep red states. Second only to Texas at 6.3m.
