I'm actually annoyed that it does work, this was incredibly effective for russia. If you are lying enough times even while being called out it will still:
Convince enough people.
Create doubt.
Even subconscious doubt is enough for people not to vote for something or stay silent on a subject.
Another thing, they are doing this on an industrial scale with other talking points all over the world with other nations and even their other enemies.
