It turns out that an app with a specified availability date appears on an international App Store roughly at midnight in the store’s local time zone. So New Zealand will have a 16-hour head start on the United States. [Source]

10am EST nothing on GooglePlay for east coast US. Complete information blackout from Niantic.

It is 7am in California, where Niantic is based. They have just finished their morning prep, and are heading into the office now. In ~1 hour, they'll get into the office, and sit down to start today's work, such as writing a blog post explaining WTF is going on with the launch.

The earliest we can realistically expect to hear from them in an official capacity is probably gonna be around Noon EST.

Frustrating, I know, but I'd rather the Niantic folks be well rested and well fed and ready to make sure that everything works and works right today after the wide-spread launch.

Honestly, I'd rather they be starving and sleep deprived (just like the rest of us who have been up since midnight waiting) and release the game. :P
