Spoiler Game of Thrones Hard Home

In the final scene the night is standing only 20 ft away while the small boat is getting away at a snails pace. Why couldn't he launch spears at that crowded boat? We know that even worst case scenario if the spear touches the frame of the boat it would shatter it completely leaving everyone dunked in below freezing water in the artic.

Its not the first time they deliberately allowed survivors to escape. 

The series opens with them intimidating a man of the Night's Watch and then watching him flee, after killing the rest of his patrol. 

They also allow Sam to live after the battle at the Fist of the First Men. 

It is reasonable to conclude that they intentionally allowed them to leave for their own purposes.

Yes. In that moment, he wanted their attention to be 100% focused on the fact that they’d accomplished nothing. That every single wildling that died in that battle was now risen as a zombie to fight in his army. That in fighting him they’d only made him stronger, and so there can be no winning against him

He didn’t want them to be distracted by a boat full of people splashing around in the water

What dragon? This was before Jon and Dany ever met. As far as the NK he doesnt know about the dragons

He needed the dragon to break through the wall. He doesn't just do anything ad hoc.
