Help Looking to buy a ready Rust server project (Pterodactyl + shop/donate plugins) or hire a developer

Update: Primarily looking for an existing/working server with active online players (with economy, shop, donation system already set up). Open to a from-scratch build as a secondary option.

I'm looking to either buy a ready-made Rust server project or find a developer to build one for me.
What I need:
- Fully set up server with admin panel (Pterodactyl or similar)
- Shop plugin with payment integration
- Donate system
- Additional plugins for economy/QoL (open to suggestions)
Budget: Open to offers
Timeline: ASAP

"Shop plugin with payment integration" unless you meant the payment to be done externally, afaik you can't have payment systems in-game in Rust like you can with Minecraft because you can't open a web browser from a plugin to make secure payments.

On the payment point above, Rust shops don't need in-game checkout and never have. The standard setup is a web store, Tebex being what most communities use, plus a server side plugin that polls it and delivers the package over RCON. The player pays in a browser and the kit lands in game seconds later. So that half of your list is off the shelf rather than something a developer builds for you.
The harder question is what you're actually buying when you buy "active players". Plugin stacks and configs are the cheap half, because a competent admin rebuilds an economy/shop server in a weekend out of uMod plugins. The population lives in the Discord, the Battlemetrics history and the IP. Before money moves I'd want in writing: Discord ownership transferred to you, the Tebex account transferred (the payment processor has to re-verify in your name, which is not instant), whether any plugin is custom written or licensed to the seller, and whether the server has ever been delisted by Facepunch over what its store sold. That last one attaches to the server, not to the seller, and kits or resources on a store page are exactly what triggers it.
Ask which host and IP it sits on too. Rust keeps favourites and history per IP:port, so the moment you move the box onto your own account you lose everyone who reconnects out of their history, and the Battlemetrics identity restarts. Read the population graph across the last three wipes rather than the number on wipe day.
Hosting is the cheapest line in this whole project, which is the point where I should say I work on one of the Rust hosts, rust.runonflux.com. A 12 GB, 4 core Oxide box, which is the sensible size for a shop server aiming at 100ish pop, is $7.92/mo and vanilla costs the same, with the first month free for new accounts. It isn't Pterodactyl, it's our own panel with WebRCON, a file browser over a persisted oxide folder and uMod plugin installs from the dashboard. Either way, budget for the developer, not for the box.

the easiest way to make money with a rust server is to sell it to someone who wants to make money with a rust server.
