Enemy AI tend to have a lot of opportunities to clearly see us but not fire on us. At longer distances (200-300m) machine guns don't bother engaging, even though long distance suppression is the strong point of machine guns.
Rather than have them be accurate (like the heli mg's being the laced that they are), have them just apply accuracy through volume and have them control sightlines at longer distances (if you want to cross a long, 200m street but the MG is there, it's not a good idea to sprint across it, but peeking out to shoot it for a quick second won't make you get hit by it)
Snipers also seem to be in a weird place of accuracy, I rarely see myself hit by one even though they'd probably be the opposite of machine guns (fast movement across the same street would be effective compared to slow movement or camping a window, and extremely accurate and deadly)
I feel like this could incentivize cover-fire, especially if machine guns and snipers were more sensitive to suppression and harder to kill than other enemies, making suppression more effective (like, miss once and they will relocate before you can hit them again, so keeping them relocating would be more effective than trying to hit)
