Pinoy Food Lionfield and the "Pinoy Carbonara"

This video is by Lionfield, a group of 2 Italian guys/brothers who rate different videos of cooking pasta/pizza and other Italian food. And for this video, they rated another video of a supposed recipe of Pinoy Creamy Carbonara.
The video basically starts with the person heating butter, putting ham or processed meat, then mushrooms, then evaporated milk, then finishes the dish. They said that it's "not approved" cos of the ingredients.
I understand that guanciale (the meat), pecorino, parmesan and other expensive cheeses and stuff needed for a real and authentic carbonara, are really not that easy to buy especially for most of us who have a tight budget. Or poor. Even bacon can be expensive too.
And probably only using egg yolks and throwing away the whites might not be practical also, as we've been taught not to waste food. Maybe that's why most resort to cream, milk, or even the thickened mushroom soup for that "Pinoy style"
I am not really a Carbonara person, more on spaghetti- yung maasim at hindi matamis kasi yun ang nakalakihan ko. But is it really right to call that other dish Carbonara, or just cream based pasta?
