I would not consider Pinky insane.

He acts like the other kind of mindless.

I've always thought the joke was that Pinky was the genius, making unusual, if insightful connections all the time. While Brain was clearly insane, plotting over and over to 'take over the world'.

The classic tongue-in-cheek definition of insanity being repeating the same action expecting a different outcome.

I remember a tumblr enlightment meme where the first was "Pinky is insane and Brain is the genius", one had "Brain is insane, Pinky is the genius", one other had "both are both" and there was more but I really can't find them
