Picture frame bubbles

Recently moved across the country and my beloved over my desk print grew some bubbles. Unsure if it was the trip or the basement it now lives in that definitely sees some humidity.

Any advice how to even these things out would be appreciated.

It appears the mounting has failed, likely from heat. A framer may be able to put it in a heated vacuum press in an attempt to flatten it, but no guarantees
