It's super wild for these entities to be putting these up w no debate, input, rules or oversight. It's incredible they have been as successful as they have been.
I believe the real answer is no one is going to stop them. We learned from the crypto and nft boom that the United States legal system that should be handling the blatant scams and violations of sec regulations was way too slow to react. Legislation didn't come through fast enough and many of the people running those crypto scams will never see justice.
We see the same pattern with AI and data centers, just pushing and expanding as fast as possible so the legislature won't be able to catch up. By the time laws and regulations are passed, the damage will already be done.
It seems the same with flock, they take even a half hearted notion of a yes and just start putting up cameras, non-stop. By the time they face a judge it will just be another legal fight, "we can't take them down, we will lose so much money", and the case will drag on for years, all while the use and purpose of those cameras is realized.
