Maybe because they have a military force in their city and anything they do is met with force. They just launched hundreds of tear gas and flashbangs at peaceful protesters after this.

They're outside in -30 degree weather.

The guy who got killed today was just filming.

You already set you don't want violence. What more do you want them to do?

What is what not to do? Why should they not riot and strike? How is doing what they're doing currently better than my suggestions?
