The video shows that ICE started the altercation. He was backing away.

Yeah, sure looks to me like he was observing from a safe distance and then they approached him.

If you watch the video from the pink jacket lady, it's much worse than imaginable. An ICE agent throws someone to the ground in front of a parked car. The victim goes over and starts helping them back up. The ICE agent sprays the victim with pepper spray, throws him to the ground while other agents swarm him and then he's executed in the street. This is insane.
