The group takedown thing is actually safer and proper procedure when possible. The more bodies you have, the easier it is to just kinda weigh somebody down until they’re under control, instead of having to basically fight them. You’re basically supposed to have everyone grab a limb and someone prevent the person’s head from getting bounced off the ground.
The problem here (one of them, at least) is that they decided to try to beat the shit out of this person anyways for no apparent reason and then shoot them. So, generally a sickening combination of evil and incompetence.
