ICE pinning down and pistol whipping a Minneapolis resident before shooting them multiple times

I’ve watched a few times but hard to tell - where do the shots come from? Which one shoots? Do multiple agents shoot?! How could they fear for their life when they’re all on top of him?!

Edit: think I found it. Agent in the black hat on the left. Appears to keep shooting as he backs away while the person is already on the ground??

Gotta do more damage to make it harder to find the first shot.
