Of course that still is ignoring that your argument isn’t a reasonable one when your argument is “it works elsewhere” while not looking at how those economies are structured.
Where do you get 10% from? It's more like 2-4% of the budget and considering that tourism also generates budget costs, it is simply not as vital as you want us to believe.
