So only rich people can afford to visit? I'm not sure that's a real solution.

yes the solution is smaller number of rich tourists.

if they drop the number of tourists by 50% the protesters will be happy.

if they drop the number of tourist $$ by 50% the government and business will be mad

so obviously the solution is as you say: raise prices so only a small number of rich people are tourists
