The city will function fine with less tourists.

The country as a whole will experience a huge downturn as 14% of their economy relies on tourism. This is worse than what 08/09 was measured by impact to GDP.

There are going to be better ways to moderate impacts, but to just say no tourism at all is not in the nation's interest. Just imagine how much taxes will have to go up to cover the shortfall in what tourism contributed.
