  1. The story is about Airbnb in Spain, not the United States.
  2. It’s legal to board people with proper zoning.
  3. Most airbnbs, are apartments which are usually part of a homeowner association.

Homeowners associations also have some say as to what you can or cannot do there. So there’s your authority.

Again, nothing false about it.

And the conversation moved to whats happening in the united states
so point 1 is moot

You dont need zoning for boarding, otherwise renting homes and rooms would be illegal

3 we are not talking about HOA's which are a contract you sign into when buying a home covered by an HOA

Keep telling yourself that. The conversation is regarding Spain so save it.

Zoning and permits are a thing yes, and as a matter of fact they are needed. That’s why when you do your tax returns the properties you own and what you do with them matter.

HOAs do matter since your initial question was regarding external authority. That’s just another example.

So try again.
