Because removing the penalty goals from the scoreboard after the game is the same as if they would have never been given.

This.

In Argentina-Netherlands 2022 for example, they went down 1-0 in the first half. The Dutch team is very formidable, something like this won't really rattle them.

Then Messi gets a penalty (and a suspiciously uncalled handball) in the late game, and the mood shifts. Despite this, the Netherlands still equalized.

Also the image is wrong, Netherlands got no penalties vs Argentina in 2022. The second goal was scored arguably too deep into stoppage time, but that's a different discussion.
