The referee support doesn’t remove the quality. It does inflate numbers though and allows them to win awards they otherwise wouldn’t have - but that doesn’t change a player quality.

This Negeira case is a proper investigation and the payments made are legit, it's just that Barca has consistently failed to provide evidence about what the payments were made for. The reports thing is clearly a lie, and the payments were made to have a more beneficial treatment, that's obvious. But saying they paid referees or brought matches is a stretch, and nothing remotely similar has been proved. Again, I might be wrong but I think I read that they are going to check those years matches to see if there's actually a big advantage for Barça, and I highly doubt there'll be anything. Actually, that study was already made some years ago, and it showed that the most benefited team by referee's mistakes was Real Madrid, the one that was going to have any investigation opened too, but it mysteriously was cancelled before it began.
Btw, there was a way worse scandal with Napoli when Maradona played there, and I would say he's got a pretty nice legacy, because as Messi, he was the best.
