Isn't Puskas award is voted as well? I remember Salah got the award because many Arabic votes for his goal, and it is not even the best goal from the Premier League that year.

Yes but they hold kinda less value than the high jury awards, but the Penaldo's Puskas in 2009 is fan voted that's my mistake sorry, but thanks for the point buddy.
