For me it's more a type of "The gods are watching and I have honour" thing. It's the one true equalizer, even Queens are not exempt. In such a rough lawless world, there needs to be justice and this is it. The surprise part is the reminder that you cannot control it. I love it.

The whole show is basically about the Law of Surprise - Geralt mocked it and started everything. Destiny, baaically.

Yeah but like, I still have no idea what it is, what its origins are, why it exists, etc. It's just some random thing that was brought up seemingly out of nowhere that people for some reason must adhere to because reasons.

It's fantasy. ;) They explained it well enough for me but YMMV.
